At the end the tour the automatic room tours/spins does not revert back to the first room so that the tours can play in one continuous loop in a lobby or display area. Is there a way to do this in Tourweaver?

I think this feature is only available in the Professional Version. Which version are you using?

If you are using the pro version, you should find the "Repeat Movie" tick box by pressing the Movie REC tab near the top of your screen and looking in the properties area of the Properties & Actions pane. Make sure the Repeat Movie box is ticked.
