Right mouse click on your "local" Flash file

Click "Global Settings"

Click "Global Security Settings Panel" on the webpage.

Check "Always Allow" radio button

Click "Edit Location" and then select "Add Location"

"Browse for folder" or file to apply permission

Your selected file or folder will be added to the "Trusted" locations.
