In a future version could the SceneViewer be used to display Video .flv as well as panoramas?

It already supports both Still Photos and Panoramas, but each other type of media needs another "viewer"

The reason I ask is I make tours that navigate from a floorplan or building layout and use Stills, Panoramas and sometimes Video whcih mean I have to display the video in PopUp Windows rather than in the same space that the Stills and Panoramas appears

Putting all types of media in the SceneViewer would make the method of viewing consistant amoung all the media types.

The same viewer could support Flash .flv, Flash .swf, 3D Objects, etc .

If you use the polygonal hotspot tool to create a frame within a pano, I believe you can play a .flv video inside of the frame.
