So would you set your shots to be exposed proper based upon the brightest parts of what will be shot, or the darkest?

Which ever is most important. If it was the exterior of a building (for real estate or such) or a scenic vista, I would set it so the overall scene was correctly exposed. If it was inside a building I would set it so the interior space and not any windows or doors were correctly exposed.

It is best to set the exposure on the most evenly lit part of the scene. Not the darkest or the lightest unless there is a specific reason. Shooting a panorama scene normally assumes you want people to see everything within the panorama.

You can meter the scene in multiple positions by rotating and checking the camera exposure feedback. Once you have metered all areas simply take an average. The average though, will most likely work out the be what the initial "most evenly lit" part was anyway.
