Panoweaver 5 not opening missing MSVCR100.dll

I used panoweaver last week and now it will not open. I have tried to uninstall and reinstall (six times now) I have looked if there were any update done on my computer and there are none since the last time panoweaver worked. 

When I try to open panoweaver a pop up window comes up and says...

"panoweaver1024.exe - Unable To Locate Component

This application has failed to start because MSVCR100.dll was not found. Re-installing the application may fix the problem."

When I close that pop up another window pops up...

"Launch Failure

Unable to load the DLL 'C:\Program Files\Java\jre7\bin\client\jvm.dll' "

I checked my Java and it was updated on 2-6 and I have used panoweaver since then.I dont believe this is the problem. I looked for the MSVCR100.dll and it's not there even with a new download.

Any help or thoughts would be helpfull

I did a system restore prior to when Java was updated and I have a feeling that Java was the problem but not completely sure.

Can anyone confirm this?
